If it's anything like Colorado, you *should* be fine if it's a CARB/EO certified system. This will probably be your best bet.
Local state laws may have different limitations though, so it's not a guarantee. Take Jackson Racing's Supercharger kit for example; it's 50 state legal, and the emissions facility may do a checksum on the ECU to ensure that's what's actually installed. The only catch is that the CARB/EO tune is only certified to work with the parts that are in the kit, so it is what it is, no "legal" way to modify further to get more power.

Check with some local tuning shops, they'll probably have the best insight for what mods pass and what don't.
