I fixed it. I only had to remove the trim to access the two front 14mm bolts. I pulled the steering wheel out and releveled it. I was using the factory marking as a guide, but it was incorrect. Luckily, the steering wheel only goes in a few certain ways, so it was easy to put it back in its normal position.
