We don’t have manifold bolts, we have studs that are screwed into the head. Studs stay in the head unless damaged and need replaced. The manifold is held on with nuts. Likely just corroded or they flattened some threads when putting the manifold back on. Use a 6 point socket and be patient with it. Possibly may need some heat if it is just corrosion.
