Not necessarily.: If the corrosion is built up heavily enough between the battery post(s) and the clamps, the car will have both starting problems and charging problems. Using jumpers on the outside of the clamps in an attempt to start, will allow the car to start, however, the corrosion between the post and clamp may not allow the battery to charge properly.
OP really needs to obtain a multi-meter like he said to verify voltages at the proper points in an attempt to further troubleshoot.
