With keyed ignition, you will definitely have to deal with programming the cluster.
The 17+ digital clusters that people upgrade to, come from trim levels that do not have keyed ignition and have not been programmed to a keyed immobilizer. For the purposes of this discussion you can think of the retrofitted units the same as unprogrammed new units. Whether you have a new cluster, or a used cluster from a push-to-start car, it will be the same: you need to program the unit.
The one corner case which I don't know about yet, is how things are with a used cluster that's already been programmed to another car. I don't know if it can be directly programmed to a new car just like a virgin cluster, or if you have to jump through some hoops to de-program it first. But seeing as you're just looking to get a new unit, this is a moot point. Whatever the case, you still end up doing the programming.
That said, I do wonder whether the problem you're trying to solve, is actually a matter of the gauge itself, or of something else in the car. Not knowing more details of your symptoms, I have to trust that you diagnosed things correctly.
