The four main variables to optimizing a heat exchanger system like and air to air intercooler are frontal area, mass flow rate of ambient air, distribution of ambient air across frontal volume, and fin design.
Just because the frontal area isn't directly open does not mean you can't duct air to be distributed across the face.
