Yup. That’s the cost of “saving money” buying a salvage vehicle without keys.

That said, it is possible to get aftermarket fobs with the correct coding or an unused fob (unused being essential) from places like eBay (at least it’s possible here in the states) and have the dealer pair them.

My local dealer performs the paring free if the fob is bought from them. Don’t know if they’re just a nice dealership or what, but it could be worth asking about.
