Never saw the latest one but i believe that was the case. I think the way its justified is that she's not the next BOND, but she could be the next 007, since the 007 designation itself is apparently transferrable.
It makes sense, but i don't know if it makes sense or will be accepted as such in the overall bond lore.
As far as i know Bond himself has always been 007, and if there were any other agents they would have had a different 00 number. (like Alec Trevelyan in Goldeneye was 006).
So any new take on the bond franchise could be:
-Recast Bond as the new 007
-This lady is the new 007, but she isnt bond
-This lady is a new 00 agent, set in the bond world that replaces bond.
-They definately dont seem to be going with the female "Jane Bond" route though.
