v3 has a bigger 110mm pulley (v2 has 90mm) so it makes less potential boost but has a bigger suction pipe with no restrictor (v2 has 39mm standard) that gives out more airflow

So basically V3 has less boost than the v2 when <6/7k rpm, and more boost and airflow up until redline.. in Practice, V2 can go faster in low / medium rpm, V3 can go faster over 6000 rpm
But if the fuel is really shitty, they are quite similar anyway

You can either take the v2 and keep the 39mm restrictor , or try upgrading it to a 41mm or 43mm restrictor (or even remove it) and you ll get more boost up top but you need GOOD fuel for it to work good and not knocking like crazy all the time,
95Ron will be quite shitty with it upgraded because of too much boost and heat

The v3 is designed to work nicer with shitty fuel (like 95Ron in europe) because it produces less boost overall so lower temperatures too, and also they upgraded the suction pipe which is expensive if you try to buy as a spare parts

The only sense to me to buy a V3 kit instead of the V2, is if you put a 90mm pulley on it and you really want to push it further, but you'll need forged internals ... that because buying the upgraded suction pipe from hks costs so much more than a 90mm pulley and belt

So i'd just go with V2 and not exagerate with restrictor sizing if you have stock internals
