In each of the "monthly car packs" there are ten cars. One of them is free, one of them can only be obtained by buying the full pack, and the rest can be purchased either a-la-carte (for $2-4, I think) or with the full pack. Odds are the FR-S will be purchaseable a-la-carte, if it's not free.
The notable exception is the Porsche pack, which can only be purchased as a full pack, but that's the exception, not the rule.

It's 160 credits per car, which is $2. The packs are 560 credits, which is $7.

I did the same thing. I typically don't buy the DLC on release so I had to check when it was going to be released.
