From my understanding that's a big no. Without a built motor and the smaller SC pulley you won't be near that.
Every car is different and dubious vary but from what I've seen and felt in my car stock block and stock pulley will get you around 270ish on 93 and 320ish maybe on E. And even at that point they recommend a fuel pump upgrade and injectors.
IIRC you might be able to squeak by on 93 with stock injectors but will need to upgrade if you want to utilize ethanol with the SC.
So looking at that graph I'd hazard a guess that green is stock, blue is stock SC kit, and pink is built motor and smaller pulley.
