It sounds like your speedometer is reading high, not low? Meaning it says 60kph and but you are really going 55kph? If that's the case, don't worry about it. It legally (I would guess everywhere has the same rule) needs to be calibrated to read at least the speed you are going and no slower. In the US I think it can legally read up to 6% higher. Depending on how fast you were going it's probably normal.
