The federal not only says it has to be sold with cats but they must remain intact and "not tampered with".
When they ever reach a level where anybody actually wants to enforce that rule it could be interesting.

Yup, like here in the states CA is constantly the bastard stepchild of all things. I hated filing our CARB certs since it was twice as much paperwork even though for our evap emissions it was identical to our EPA cert requirements
