Or the municipal gov if they want to do so. Any lesser level government can make rules that are more stringent (some cites have stupid heavy exhaust noise bylaws) but the Federal remains the minimum standard. The federal not only says it has to be sold with cats but they must remain intact and "not tampered with".
When they ever reach a level where anybody actually wants to enforce that rule it could be interesting.
