Personally reminds me of a battery short/ground issue. Make sure battery is super secure and check for arcing near the terminals and cables.

It sounds like it is out of fuel or no spark. It will try to start just after it first dies.
So- crank after dying it comes close to starting then it stops cranking. Each time after that I try to restart its doesn't even begin to try to pick up and actually start.
It has a new battery. It will crank with no problems. I do have it clamped down and it won't move.
