I'm thinking people, in general, are hardwired for "business as usual". We are not good at planning too far into the future and this has been demonstrated many times.

That, and there is always this threat coming from a conservative mindset of destroying the economy by moving too fast with investing in the necessary changes. Then there is an effort to deny or subvert the understanding that changes are necessary with talks that the changes are a hoax, conspiracy or fear mongering. As The Architect said in the Matrix, “denial is the most predictable of human emotions.”
