In all fairness it really should go to whoever placed the order first (if they want it) regardless of what spec it was.

Correct, it does depend on the dealers internal process
So for
example we have 3 Premium MT on "order"(requested), all different colours. If allocation comes and goes, and we do NOT have a request filled, but we were given a MT (if we got an AT we would not waste time calling customers who ordered a MT for THIS car. For a corolla we would though.) in a different colour or a base package. We would try to trade the allocation to match our oldest request (which will be a fat chance), and if not then we would call the customer with the oldest request and see if they would like the not matching package. If they do not, we would again try to trade for second on the list, and then offer it to them if a trade can't be made.
It really depends on the dealer, I'm lucky to work at a honest MSRP dealer.
I know some dealers are NOT submitting requests, and are just taking the individual allocations and calling down a list (often with a mark up if its a Premium MT)
