That is correct, CEL / set codes means no emissions pass.

The info from Oregon (https://www.oregon.gov/deq/filterdocs/driversguide.pdf) indicates that you can have one readiness monitor not set and still pass, so if you're able to time it right where your catalyst is the only monitor not ready / code not set you'd be able to pass.
