And I could be wrong, but I didn't think the floor heaters were ment to heat a room, just make it so the floor isn't cold on your little toes when you go take a leak in the middle of the night. Kinda silly, like my towel heater we never use.

They're for the whole room but must be implemented properly to do so. There's no way to effectively insulate the concrete from the heat source without raising the floor. That's why the thermal resistance for the thin underlayment is not published. The few that do publish clearly show the issue. They'll sell you all the stuff but no one comes right out and says "It's a stupid idea to install this over a non-insulated concrete floor."
