Painted surfaces have different coefficient of friction, so bolt torque must be changed to have same clamping force. If you maintain the torque, check often.

If those are areas that are exposed to heating (excessive) or paint chemical is poor, this also can affect torque whenever paint starts loosing it’s adhesion to the machined surface.

It is a good rust prevention, just demand a little bit of maintenance.
