R134A will break down in a dozen or so years and I don't see wholesale venting of the stuff, at least in First World countries. The new BRZ and GR86 AC is charged with R1234yf which can in most cases can replace R134A in older systems. The new stuff is highly reactive and breaks down in a few weeks. I believe a more serious contributor to greenhouse gas is farting cattle. There is talk in government on imposing a flatulence tax and that should speed up research into bovine emissions control.
