It's called "Asus Performance Enhancement" and was Enabled by default on my x570 board.
Skip to 1:30 to see the difference.
I was getting BSoD's related to overclocking even with everything disabled (PBO2, Scalar, etc). I disabled the "Enhancement mode" and never seen any BSoD ever again.
Probably is for getting better benchmark results in reviews.
Edit: Just found a Jayz2cents YT clip about Asus enabling OC mode's by default (4 years old)
