Sounds to me like a bit of spring bind or your tophat bearings making a bit of noise.

Nothing serious, but certainly annoying. You will hear it most when dry steering like you are doing in the vid, and pretty common to hear when reversing and turning too.

You can likely fix it with new tophats (OEM, Group N, or Pedders if you want some extra camber/caster), but considering how mild it is right now it probably isn't worth the money. Do NOT use whiteline tophats as they will fail early and get even noisier than this.

If it were me, I would leave it.
