I don't know that anything about that makes sense.

If you replaced the rotors and pads all the way around, that would've eliminated any 'hot spots' on the rotor.

Take the wheel off. Are all the anti-squeal clips installed? Are the brake pads installed backwards? Did they use a different model rotor that's slightly larger? Do you have a cat stuck in your wheel?
