It's just the mirror finish. There is still intact gloss black paint right under. I'd imagine you can take it to a shop to remove the pvd finish and just apply a layer of clear coat over it. With forged wheels I prefer not to do powdercoating as i've read the heat treatment can compromise the strength of the metal. Cast wheels I would have no problem doing so since they are cheap and easily replaced.
