Yes, those parts are accessible from below the car. The rear mount (in blue) is in plain sight but the front carrier bushings (in red) aren't visible. You'll have to stick your hand and go mostly by feel. These have a metal retaining clip that holds the bushings in place (part 33523B in the diagram) that might have worked itself loose.
