Seems like they missed a couple years of special editions
All years are account for.

The 2018 was the "Black" (it was actually bluish grey with black trim) and the 2019 was the TRD.
As you said There were no 21s just some 20s sold that year. That was their announced plan.
The 2022s are not a "normal" production year by a long shot. Frankly I was amazed that they made any at all. We have yet to see what the total numbers of even the regular models will be much less have expected a special edition. The while industry is screwed up this year and probably a good chunk of next so anything could happen.
