Use two bottles. Pour the sugar and flavor into one and make soda water in the other. The secret is to pour the soda into the flavor s-l-o-w-l-y so it has a chance to stratify. Then, in the later part of the pour, the CO2 stays in solution. Cover and shake to dissolve the sugar. Be careful opening. It'll be full-on fizzy no matter how cold you keep it.
I use a kitchen scale and funnel for the sugar. 1 cup is a smidge over 200 grams. I mix together about 180 grams of sugar with a packet of Kool-Aid because I like it a little tart. 92-ish grams of the mixture per liter bottle.
