a video would help. also get out and check the clearance around the front tires with them turned slightly-- could be part of the fender liner

on my truck, that's exactly the scenario that my front tire will catch the edge of my mud flaps, and make that noise.

but i suspect you have neither mud tires, or big floppy mud flaps.
