A one year-old USDM car exported to Europe? Time to invest in a good scan tool that can access enhanced diagnostics. You need to verify the mileage recorded in the ECU, possibly the body control module or instrument panel control module. I'll bet that someone has electronically "rolled back" the odometer before it was sold and exported, and it has caused some sort of malfunction. It's actually a federal crime here in the States to do this, but if the new owner is abroad, there's not much backlash that will occur to the person because of it.
Or it may simply be some strange gauge malfunction.
Either way, you should do some more research on the history of this car. You can register the VIN in the Toyota database to view it's repair history, even if you're not the original owner. You should access the US Toyota website though, not the EU website.
