Unexplained power cutoff

I am in a boosted e85 auto.
The car is 2015 Nov.
The problem is when you hold it at a high rpm and suddenly decide to floor it, the car will cut power. It is like a 2 step limiter where you bounce off a certain RPM which is not the red line. Not sure why that happens.
I notice that this happens when the torque converter is unlocked.
It has happened even I turned off traction control. And I don't think traction control will cut power by having an instant rev limiter at a certain RPM.

Does anyone have any clue?
