When I put new fuses in it will start but pops every time my car goes around 5k rpms. It’s an extremely temporary solution but I wouldn’t say it’s drivable.

Welcome to the forums! I am going to state the obvious but did you clean your battery terminals? It sounds like the fuse is getting overloaded causing it to blow. Do you have any mods? Mileage? Did you notice anything out of the blue besides leaving your fog lights on? Check engine light? Any codes if check engine light? Maybe a ground wire is loose causing your car to freak out.
