The issue with opening things up and relying on self-regulation is that it will fail if left in the hands of employers and the public. Sure, less government can be good sometimes, but understanding human behaviour, authoritative action can sometimes be necessary.
Referring to my location next door, people working in a factory, warehouse or essential service are less likely to call in sick in the morning when they lose the income they really need to get by. A large percentage of the spread has taken place under those circumstances. Government can offer sick pay or mandate business to a reasonable level. Heck, my old employer was open illegally for a week when we went back to lockdown, and only closed again when restrictions were tightened further 1-2 weeks in for fear of serious reprocussions. Some people are selfish, stupid, ignorant, you name it. There are circumstances when we have seen the need for authority. The medical advisors here should have decided when the lockdown started, not the premier. The improper authority in this case was the one whose primary concern was the bottom line. A protracted lockdown resulting from inaction only causes more overall damage. Priority 1 should be removing and safeguarding from remergence of the virus in your population. Then we can get the engine running again as opposed to running on 3 cylinders forever. And 100% there should be vaccination passports for indoor activities so people can decide what they choose to sacrifice if they want to. Funny, homeless people generally accept the vaccines yet people in far more secure circumstances are somtimes choosing to play Russian roulette with this virus..
