The big question is what is the likelihood of someone who was NOT given that vaccine experiencing one of those outcomes? If the rate at which vaccinated folks are experiencing blood clots and other cardio-pulmonary events is the same or lower than those who did NOT get the AZ vaccine (assuming proper controls for spurious causes) - the vaccine has nothing to do with it. It's a fairly straightforward analysis.
My bet is that's the basis for the announcement that there is no connection.
