definitely talk to a body shop, if the clear coat has deteriorated enough to turn powered white, it will not be paintable in it's current state--new paint might just flake off as the clearcoat deteriorates further, will need to see first about what can be done to bring it to a solid paintable state.

but this is one of my long term plans for my own car. i want a style that only seibon offers, and don't want the tacked-on carbon fiber look so many others are ok with.
