In theory yes. To make more power you need to burn more fuel which means more emissions. That being said a long time ago there was someone who put a BRZ on a sniffer with a catless header (NA, pump gas tuned) and the emissions were still within emissions test specs, so a modern vehicle that's operating well shouldn't be spewing 'significantly higher amounts of harmful pollution' even with aftermarket tuning.
