YES. The bugs and glitches that gave it a bad name are gone, and it's very enjoyable. My biggest gripe with the game is that they only use one Asari face model (apart from Peebee, Dr Lexi, and the Asari Pathfinder). They do this with the other aliens throughout the series and only change the texture person-to-person, but with the Asari it gets on my nerves cause we're so good at recognizing human faces. The second biggest gripe I have is pacing. It's a really long game compared to ME1/2/3. The side quests (not loyalty missions, actual filler-type side quests) tend to bog the story down, and since the game is so long to begin with, I think it's best to focus on the main story and allies' quests to keep the game from becoming a slog. In my experience it takes ~60 hours to play the the game (not completionist), while each trilogy game is usually about half that.
Combat is the best in the series IMO, less cover to cover running and much more verticality, also the range in how the weapons and powers feel is larger.
The overall atmosphere of the game reminds me of ME1, the heavy emphasis on exploration, everything being new, the world building is in full swing again.
The characters are overall enjoyable, not ME2 loyalty missions level, but definitely mostly good and some fantastic.
