"OEM crash bolt" is normal 14mm bolt used in 16mm bolt hole for some adjustment slack gain. Maybe such naming may confuse that it's in some way special? It's not, and i guess somewhere in service manuals it's torque value should be mention.
As for option 1 or 2 .. i'd rather go for 2, but for different reason. Camberbolts are relatively (to other camber adjustment means or alignment job cost) cheap, so not much to save of not getting another camberbolt pair, and at least for me camberbolts in both holes (I used WL's KCA416 in upper though) allowed for slightly more maxed out camber then camberbolt in lower & relocated OE bolt in upper.
