I'd have to dig it up again, but that sounds right. The theory, iirc, was to get the wing up into clean air to get more consistent downforce. Where similar setups mounted the wing on the front bumper, but then were subject to other car air currents, ground effect, and fussing with the overall aerodynamic flow over the entire car.
I remember being surprised it didn't catch on more.
