It goes along something like this: stupid people over estimate their capabilities while experts under-estimate their ability in their field. P.S. It turns out the under-estimation of ability by experts is part of the D-K Effect.
In my field we call that job security . Plus sometimes that second statement is a half-truth, and they _know_ they know more, but can spin it as though they do not.
