it's a common abrasion point for road debris in the air currents. the factory put it there to minimize paint defects from driving the car.

if it's yellowed/cracked, it's going to be difficult to remove. i would try with a whole bunch of plastic razor blades, goo gone/goof off, a good knee pad, a healthy day to do it, and a whole lot of patience.
