It's not for planning purposes, it's for the current surge of COVID-19 cases + the UK variant of the virus to die down so Japan can actually have people travel there, should they want an in-person event in Japan.

Japan declared all non-resident foreign nationals persona non grata this week, which means you can't travel to Japan even for essential reasons unless you are a citizen/resident.

So the 6 months is more of a situation where they're buying time until Q2 2021, when they hope the restrictions are lifted (and in time for the Tokyo Olympics).
