I know that Lunatic used to have an FRS he used to track with functional fender vents. He said that he could feel the air be evacuated from the engine bay once the fans turned on. Since it is a high-pressure area, I'm not sure how objectively well they work, but the pragmatist in me think it probably helps vent some heat and pressure from under the hood.
