The latter is because I believe if Musk was all "let's all go electric I'm going to lead the way" Tesla would allow use of their network, at a cost of course. It's a competitive advantage for Tesla not to, I get that, but it is also a henderance, at least in the short term to adoption. Even if it were just one "flex-charger" per station it would at least give the appearance of helping the cause.

OTA updates unlock more mileage for better range, improve battery performance, add features to the MMI, etc. It is one of the best features. For instance, OTA updates is one of the reasons why Apple phones generally hold their value better than Android units and are retained for a longer period. While I am upgrading to the new iPhone this year, I have an iPhone 6 that was released in fall 2014, but is running software released in July 2020. If all you cared about was resale value then you would want OTA updates.
The phone app has many features like:
--GPS to find the car.
--Keyless entry, so there is no need to have the keycard.
--Smart summon.
--Give access to the car to other people or open the doors remotely.
--Open parts of the car or vent the car on a hot day remotely.
--Turn on the AC or heater remotely.
--Valet mode.
--Charging status and other car information.

There are other networks like EVgo, Electrify America, ChargePoint, etc and more are coming online. Some of these network support Tesla vehicles because it is in their interest due to the volume of EVs being sold by Tesla versus other brands; Tesla owners are currently the largest market. The Tesla L2 chargers don't need to be offered to other vehicles because there are plenty of L2 chargers available between the other networks, but the Superchargers are still limited, so I think you are right that Tesla is doing it to better their product versus their competitors, but it is also because the system could become quickly overwhelmed, which could hurt their sales.
Kettleman City is half way between the Bay Area and LA, and it has a 40 unit Supercharging station, and it will fill up with a huge line during the holiday travels.
