It seems that you are saying there is so much load on the starter that it can only turn the engine with the additional amperage from jumping it. If the starter is struggling to turn the engine it will not build enough speed and compression to fire the engine.
I just got it to spin The crankshaft With a socket in a breaker bar. Pushing the Pistons therefore I don’t believe it to be welded to the block or anything wrong with the motor being seized
