Federal laws definitely apply more to legality for sale and MOT approval for the end consumer. The enforcement by provincial and municipal laws operate beyond that to curb things like damaged exhausts for example. They've stretched their authority to go beyond that start ticketing anything that isn't "OEM new" standards.
