Clearly a new bumper is best,, but if that's not doable right now,, you can probably patch it up. I modified the fender garnish by cutting of the raised area and 'welded' it back in place with a soldering iron. Then regular body work and paint. I used NAPA branded Bondo and Summits Epoxy primer. Harbor Freight sells a plastic welder for less than $20.

I would think the hole would fix pretty easily,, that crack near the top might be more of an issue. Both should have reinforcing on the back side. There are a number of youtube videos available
