This is essentially what Honda did on the Integra Type-R. They ditched the dual plenum intake and went with fixed short runners. My GSR pulled harder at low revs in but once we got into the upper band the Type-R would walk me hard. The Type-R was more purpose built so they didn't care about the lower band because you shouldn't be there anyways. They also wanted to shave weight.
My boy racer days of never running under 4K were over 15 years ago. Today I'd prefer the dual plenum setup and more usable power at lower bands without compromising the upper band. But yeah, I totally get your desire for a manifold built solely for the upper band.
