I personally have never ridden without a helmet, even if just moving a motorcycle around a parking lot, but there's a large contingent of riders that feel differently.
Same with seat belts. I've never not worn one, even before it was the law.
As the Bell helmet ads used to say "If you have a $10 head, wear a $10 helmet". I'll let you figure out what that says about someone that doesn't want to wear one.
Now that said, I'm a little conflicted on whether it should be mandated by law.

i've always been a little conflicted about motorcycle helmets. all the first responders i've known have always referred to them as 'brain buckets', not for safety, but because it's where they physically put the pieces at accident scenes.
i get the low speed safety aspect, but it seems it's a minority event if a motorcycle is on the receiving end...
but i also refuse to ride motorcycles because of too many stories of other drivers absentmindedly driving through riders...
