expansion tanks are hit-or-miss around my area. though i think tcoats cali state code answered the question somewhat-- i'm on city water, with no backflow preventer. if i was on a well, i'd have a backflow preventer to maintain pressure.

i'll double check with my plumber friend, but i'm pretty sure being within the city water system i don't need one.
